The short answer

No US jurisdiction currently requires a general permit to own or operate a humanoid robot. What exists today is the federal layer: FCC equipment authorization governs which robots can lawfully be sold in the US (covered in our weekly buyable-models list and FCC rule explainer). The operating layer — permits, safety rules, fees — is just now being born at the local level: on August 11, 2026, San Mateo County, California became one of the first governments in the US to formally start building one.

Permits depend on the device class, not just the jurisdiction

"Robot permit" is two different questions in the US today, and the answer flips depending on what the machine is.

Humanoid and quadruped robots (own or operate): no US jurisdiction requires an operating permit today. Federal law governs what may be imported and sold; nothing governs operating a legally purchased unit.

Autonomous sidewalk delivery devices: permits are already required in multiple cities, and have been for years. San Francisco requires a Public Works permit for any motorized device carrying goods commercially on a sidewalk without an active human operator, with per-permit device caps, defined operating zones, speed limits and hour restrictions. San Jose has draft rules headed to its City Council.

The practical test: if the machine works on public right-of-way for commercial purposes, assume a local permit question exists. If it works inside a lab, a warehouse or a home, today there is none.

That single row is the point: this list is short today and will not stay short. San Mateo County sits at the center of the robotics industry's home region, and its framework — tying permit revenue to real municipal costs like lithium-battery fire response — is built to be copied. New rows are added the day any jurisdiction acts.

Why lithium batteries are driving this

The practical spark for the San Mateo proposal is firefighting: lithium-ion battery fires need specialized equipment to extinguish and release chemicals harmful to firefighter health. Humanoid robots carry large lithium packs, so the county's model funds that equipment from permit fees — a template that gives other jurisdictions a concrete, budgetable reason to adopt the same approach.

What this means if you're deploying robots now

  • Nothing is required of you today. If the model is lawfully sold in the US (see the buyable list), no operating permit currently exists anywhere in the US.
  • Budget for the permit line arriving. Commercial deployments planned for 2027+ in California — especially the Bay Area — should assume a permit fee and basic requirements (kill switch, fire-safety plan, human supervision) may apply by deployment time.
